Ella Dalling has been waiting for a daycare spot for her nine-month-old daughter since before she gave birth. Despite applying to around 20 daycares in Vancouver, she has not received any responses yet. The lack of fee regulations in British Columbia means that daycare costs can vary significantly, ranging from $200 to $2,000 per month.
Dalling, recognizing the challenges faced by parents, has created an online platform called Little Scout. This platform allows daycares to list their available spots and helps parents find suitable options in their vicinity. Through her initiative, she has interacted with families and childcare providers across the province, all echoing the need for improvements in the current system.
A recent report from the Canadian Centre for Policy Alternatives highlights that British Columbia is trailing behind other provinces in offering affordable universal childcare. The province’s childcare landscape consists of a mix of private and non-profit facilities, with some receiving substantial government subsidies while others charge full prices.
David Macdonald, co-author of the report, points out the complexity parents face when trying to determine childcare costs in British Columbia. Despite some cost relief following an agreement with the federal government in 2021, parents in provinces with fee caps are saving significantly more than those in B.C.
While six provinces and territories have set a $10-a-day cap on childcare fees, British Columbia has not made similar progress. The stagnation in implementing the $10-a-day childcare plan has drawn criticism from advocates like Sharon Gregson, who emphasize the need for the province to catch up with others in providing affordable childcare solutions.
Education and Child Care Minister Lisa Beare expressed concerns about the existing $10-a-day program, stating that it operates on a lottery system rather than addressing actual needs. Consequently, the B.C. government has paused the expansion of the program to collaborate with stakeholders in designing a more inclusive and sustainable childcare system for the future.
