Man in Custody After Fatal Hit-and-Run on E-Bike

A man has been taken into custody for allegedly hitting a woman on an electric bike and then driving for nearly eight blocks with her body on the windshield, according to authorities.

Xavier Omar Rigby, 22, was operating a 2021 Nissan Altima at a high rate of speed when the incident occurred. The victim, 38-year-old Kjersten Aileen-Hermance Strang, was riding her E-bike in the curb lane.

Rigby reportedly collided with the back of Strang’s bike with such force that she was propelled onto the windshield of his vehicle. Despite this, he continued driving for eight blocks until her body was dislodged from the car and fell onto the road.

After the incident, the suspect fled the scene without contacting emergency services. Tragically, Strang was pronounced dead at the scene. Described as an “angel” and a compassionate member of the community by her loved ones, she was a single mother to a young son.

Authorities apprehended Rigby shortly after the incident at a liquor store around a mile from the crash site. Officers noted that he displayed signs of impairment, including the smell of alcohol on his breath, bloodshot eyes, and slurred speech. Following his refusal to undergo a field sobriety test, Rigby was promptly arrested.

Rigby is facing charges of leaving the scene of a fatal crash, vehicular homicide with a hit-and-run element, and DUI manslaughter. He had a prior criminal record that included speeding over 30 mph above the limit and a previous DUI offense.

During his court appearance, Judge Elizabeth Zuroweste declared Rigby a danger to the community, leading to his detention without bond on charges related to vehicular homicide and leaving the scene of a deadly crash.

This incident follows a tragic event where two young newlyweds lost their lives in a fatal accident caused by a suspected intoxicated driver. João Pedro Prudêncio Cardoso and Maynara França Schio, who had recently married, perished in a collision with a vehicle driven by Dyonatha Chaves Oliveira, who was allegedly over the legal alcohol limit at the time. The teen couple succumbed to their injuries at the roadside.
