Four individuals implicated in a probe concerning the manufacturing of explosives and firearms in London, Ontario, are now confronted with 19 additional charges as per court records submitted on Tuesday. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were initially charged in January. All four individuals were either students at or recent graduates of Western University, with the three male suspects having backgrounds in the university’s engineering department.
The revised set of charges presented to the Ontario Court of Justice now tallies up to 31 separate accusations. Some charges are collective against all four defendants, while others are specific to each accused individual. The new charges encompass possession of five distinct explosive substances, possession of stolen property, and access to computer data linked to the production of firearms.
The investigation, which commenced on January 24 following an overnight trespassing incident at Western University involving two individuals, led to the arrests of the suspects. One person was apprehended outside an engineering building, and subsequent inquiries directed law enforcement to a residence in the University Heights neighborhood, where the other three individuals were taken into custody.
Police conducted an extensive search of the dwelling at 212 Chesham Place, where Wang, Han, and Ji resided, along with two additional properties in Orléans, Ottawa, and Gatineau, Quebec.
In the initial arrests, the quartet faced multiple firearms charges, such as handgun manufacturing and possession of a loaded restricted handgun. The fresh charges against Tong, Wang, and Ji include possession of magazines and suppressors, as well as ownership of another prohibited firearm. Tong and Wang are additionally accused of handling and carelessly storing a rifle.
Tong, who bears the brunt of the charges, faces new counts associated with incidents in other cities, including storing rifles in Orleans, producing a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized site in Quebec. Despite having a firearms license, Tong is accused of possessing a firearm at a location not specified on his license.
Wang is newly charged with manufacturing a weapon between September 1, 2025, and January 24, 2026, while both Wang and Tong are accused of breaking into a Western building on October 9, 2025.
Court documents reveal that Tong, Wang, Han, and Ji are confronted with a fresh array of charges for possessing explosive substances, which are explicitly named for the first time. The accused individuals are alleged to have had pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide in their possession.
Moreover, all four suspects face a new charge of possessing Western University property valued at less than $5,000. Wang holds an individual charge of accessing computer data related to firearms, specifically design files capable of being used with various machinery for manufacturing purposes.
The accused individuals are navigating the legal system with Tong facing 28 charges, Wang with 20, Han with 11, and Ji with 13. Two individuals are currently out on bail, while the remaining two remain in custody. Tong opted not to seek bail, Han was denied bail and remanded in custody, Wang was granted bail with stringent conditions, and Ji is out on bail without sureties.
